ใช้ UTF-8  ตอนเซฟงาน ต้อง เข้ารหัส(encode) เป็ีน utf-8 ด้วย

ถ้าไม่อย่างนั้นก็เปลี่ยนจาก charset=utf-8  เป็น tis-620 หรือ windows-874

ลองใช้ Editplus เซฟดูนะครับ  Save As แล้วก่อนจะกด Save ใกล้ๆกันจะมีปุ่ม Encoding ให้เลือกเป็น UTF-8 ก่อน Save ครับ แล้วก็จะได้เป็นปกติครับ
